POLICY STATEMENT Section 26.1, 26.23 Objectives/Policy Statement
City of Searcy, owner of Searcy Regional Airport, has established a Disadvantaged Business Enterprise (DBE) Program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. City of Searcy has received Federal financial assistance from the Department of Transportation, and as a condition of receiving this assistance City of Searcy has signed an assurance that it will comply with 49 CFR Part 26 (hereafter referred to as “Part 26”).
It is the policy of the City of Searcy to ensure that DBEs as defined in Part 26, have an equal opportunity to receive and participate in DOT–assisted contracts. It is also City of Searcy’s policy to engage in the following actions on a continuing basis:
Ensure nondiscrimination in the award and administration of DOT- assisted contracts;
Create a level playing field on which DBEs can compete fairly for DOT-assisted contracts;
Ensure that the DBE Program is narrowly tailored in accordance with applicable law;
Ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs;
Help remove barriers to the participation of DBEs in DOT assisted contracts;
Roger Pearson, Airport Manager, has been delegated as the DBE Liaison Officer. In that capacity, Roger Pearson, Airport Manager, is responsible for implementing all aspects of the DBE program. Implementation of the DBE program is accorded the same priority as compliance with all other legal obligations incurred by the City of Searcy in its financial assistance agreements with the Department of Transportation.
City of Searcy has disseminated this policy statement to the Airport Commission and City of Searcy and all of the components of our organization. This statement has been distributed to DBE and non-DBE business communities that may perform work on City of Searcy DOT-assisted contracts. The distribution was accomplished by placing on the City’s Website.
PUBLIC NOTICE
The City of Searcy, Arkansas hereby announces its fiscal year 2025-2027 goal of 9.1% for Disadvantaged Business Enterprise (DBE) participation in airport construction projects. The DBE program, proposed goals and rationale are available for inspection between 8:00 a.m. and 4:30 p.m., Monday through Friday at Searcy City Hall, 401 W. Arch Ave., Searcy, AR 72143 until December 1, 2025.
Comments on the DBE goal will be accepted for 45 days from the date of this publication and can be sent to the following:
